Objectives
By this stage, Associates have learned to analyse problems
and identify possible solutions. This section, the core of the
curriculum, aims to develop skills in using this analysis to
select and implement solutions in order to bring about the
change.
The present session is designed to:
- planning, policy and decision . Introduce to Associates
concepts, theories, methods and tools of making, and
implementation, focusing on the analysis of existing and
potential social and institutions mechanisms and
constrains on planning to see how they can most
effectively be used to achieve goals at project, national,
regional and international levels.
- Associates will examine how basic management and
planning tools can be redesigned to reflect the
understanding that the earth's resources cannot
indefinitely be exploited and wasted.
- Associates will understand the decision-making/planning
mechanisms of various sectors in the Chinese context
focusing on the factors such as institution, legislation
and so on.
- Associates will be aware of the necessity of new global
thinking toward a new paradigm development as a framework
for the sustainable development.

Requirements
ASSOCIATES are not only required to attend every training
session, but also to complete all the reading and writing
assignments, participate in discussions in groups or at panel.
Attendance is strictly required. Reading list is attached at
the end. It is very important that associates read all the
papers listed at the back. Team work on specific issues is
encouraged.

Assessment
Assessment is based on the attendance, as it is strictly
required by LEAD Secretariat to avoid the waste of resources.
Those who miss six or more sessions (>20%) during the
training will not be able to attend next international session
or graduate on time except for very special and convincing
cases approved by the program office. Assessment is also based
on fulfilment of the reading assignment and quality of the
presentations.
