Planning for Sustainable Development
LEAD-China 3rd National Session for Cohort-11
(Beijing, 17 -- 21 December 2005)
1. Objectives
Having exposed themselves to different disciplinary perspectives of
sustainable development, Associates have at least understood the complexities of
practice in this premise. Planning is the first major step in actualizing
alternative visions of the future and in linking decisions and actions in a
coherent fashion to achieve the desired or optimal scenario. Planning for
Sustainable Development is the theme of this training session.
The session begins with a general review of planning in China. Planning does
not always happen as a rational process, but is often constrained, affected and
thus altered by various factors, e.g. economic, social, environmental and
institutional ones. These factors will be examined and analyzed during this
learning session. Some major planning tools dealing with these factors will be
discussed, including cost-benefit analysis; social impact assessment; and EIA.
Planning is also a process of multi-stakeholder dialogue through which to
reach consensus at various levels. Associates will exercise the skills of
“making consensus through negotiation.”
In addition, the session will pick “sustainable forestry”, “environment
governance on water resource” and “corporate social responsibility (CSR)” as
topics of discussion, which will be featured by the next LEAD International
Training Session in India.
2. Session structure
The four modules are designed to achieve the objectives of this session,
which contribute accomplishing the goal of LEAD learning - the vision
development, skill building and practicing sustainable development.
